Alright so I re-installed the game to investigate and sure enough it's a hz issue. The game is trying to render more than what your monitor can handle, so if your monitor is 60 hz it jumps back and forth between 59 and 61 hz which will result in a stuttery low fps feel. Once again, my trusty OSD fixed it completely.
